(1) Vendor needs to provide l a cataloging utility for print and electronic material, including individual record and batch searching functionality to create bibliographic records for all formats and age groups to the government authority located in Chesapeake, VA.   – The successful Contractor shall provide to the City a catalog database system containing bibliographic records.– The system and each record within it must comply with both the Resource Description and Access metadata standard and the Unicode text encoding standard, have a minimum hit rate of 80% for all search fields, and be presented and accessible by agency staff through an accurate and easy–to–use cataloging utility interface.– No data migration will be required at the beginning or end of the Contract term.– Mandatory Functions. Contractor shall provide a database system capable of each of the following:•    Creating copy and original MARC records.•    Editing, importing, and exporting MARC records.•    Allowing users to search records both individually and in batches.•    Displaying a “holding” symbol for Library’s use to indicate that a title or item has been requested through the ILL process.•    Importing and managing authority control records that also provide authority to online catalog.– Preferred Features and Functions. Contractor’s database system should provide the following features and functionalities:•    Provides, either directly or through a third–party provider, an ILL service component which allows users to administer requests to lend or borrow titles and items to or from other institutions.•    Consists only of a fully web– or cloud–based platform.•    Provides templates and constant data to simplify cataloging of certain formats.•    Contains options for user preferences, i.e. font size.•    Contains filters or default settings to limit and refine MARC search results to meet preferred criteria for agency cataloging standards.•    Streamlines the database on a regular basis to increase search efficiency by removing duplicate or obsolete records.(2) All the questions must be submitted no later than May 30, 2024.
